Statutory Purpose of Volunteer-Based "Mentoring Programs:" The language and specific provisions of state laws governing "mentoring programs" vary from state to state, but there is a federal standard.

Strategy: WHOmentors.com, Inc. shall use grant funds for activities that establish or implement a "mentoring program," that may include providing for the recruitment, screening, and training of mentors.

National Definition of Mentor Volunteer or "Mentoring Professional"

The term "mentor" means a responsible adult, a postsecondary school student, or a secondary school student who works with a child:

(i) to provide a positive role model for the child;
(ii) to establish a supportive relationship with the child; and
(iii) to provide the child with academic assistance and exposure to new experiences and examples of opportunity that enhance the ability of the child to become a responsible adult.

Efficacy Standard for Appointment Eligibility: Since Appointed Mentor PractitionersTM exercise "public trust" responsibilites, the rigor of the process to attain the title mirrors the risk of the position. The principles of exemplary conduct and service to others are not binding on the individual "mentoring professional" who carries on a proud tradition as an infrequent volunteer. They are, however, perpetually binding on the Board of Directors and officers of a Nonprofit Public Benefit Corporation.

The Competency-Based CertificationTM Program offered by WHOmentors.com, Inc. is a serious attempt to create standards for would-be mentors and self-certified "mentoring professionals" and evaluate whether potential candidates have the education, experience, and professional knowledge to meet these standards for appointment as a competent, capable mentor and designation as an Emissary.

By creating an efficacy standard for role models, would-be mentor volunteers and/or "mentoring professionals," (complete with performance standards, ethics, and Mentor Development Route,TM) WHOmentors.com, Inc. and its entire network of Corporate Resource BrokersTM seek to define themselves independent of company job descriptions and academic degree programs. Using a competency-based certification allows WHOmentors.com, Inc. and its corporate officers to define mentoring as a profession, establish its standards of performance and knowledge, and create an objective standard of efficacy that others within the profession can aspire to.

As such, this "mentor recruitment initiative" undertaken by WHOmentors.com, Inc. has defining characteristics and is best described as a special outreach activity to maximize the participation of community-based organizations of demonstrated effectiveness that provide services in communities throughout the Continential United States and its territories.

WHOmentors.com, Inc. finds and declares that the competence, performance and daily lifestyle of Appointed Mentor PractitionersTM are among the most important factors in influencing others, especially young adults and youth, and enticing participation. Therefore, no person shall be eligible for consideration by the CEO of WHOmentors.com, Inc. for Appointment as a Mentor PractitionerTM and inclusion in the Coterie Des MentorsTM without the following minimum qualifications and training:

* Be the "age of majority," the age at which one acquires the full legal rights of an adult.
* Be hired part-time or full-time by an employer registered with the Employment Development Department for a particular industry.
* Have taken the "pre-test" to analyze possible sources of bias in the advice and guidance performance assessment of Mentor PractitionersTM (Each individual is encouraged to act promptly to eliminate any bias that is discovered by WHOmentors.com, Inc.)
* Be a duly authorized director and/or officer of a Nonprofit Public Benefit Corporation organized and operated exclusively for exempt purposes only (Note 1: Sole proprietorships, for-profit corporations, LLCs, LLPs, FBNs/DBAs, membership benefit and religious organizations do not qualify. Note 2: IRS recognition of 501(c)(3) tax-exemption and determination of 509(a)(1) or 509(a)(2) foundation status is highly desirable but not required).
* Obtain national fingerprint clearance from a state's Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) (As required by Title 20 U.S.C. Section 7140(b)(6)(B)).
* Acknowledge duty of allegiance to the Integrity--Code of Ethics TM (oath must be administered by a certified notary public. Oath is described in training manual).
* Maintain fealty toward furthering exempt purposes.
* Exhibit and demonstrate Internal(ized) ControlTM for an observable period of time.

Background Checks

Shall include, at a minimum, a requirement that potential mentors be subject to reference checks, child and domestic abuse record checks, and criminal background checks.

By establishing the CEO@18TM Youth and Collegiate Entrepreneurship Development Program and the Nonprofit Incubator Program, it is, therefore, the intent of WHOmentors.com, Inc. to prepare and inspire others, especially young adults and youth, to apply their newfound nonprofit leadership skills to enhance the productivity of the United States of America, and integrate the discipline of nonprofit public benefit corporate responsibility into the general management corps.
