WHOmentors.com, Inc. promotes, conducts and fosters research, study and nonpartisan interdisciplinary scientific analysis relating to the identification of strategic, high priority occupational skills and skills formation approaches needed to maintain the competitiveness of the workforce in the United States of America.
Generally Accepted Definition of Competitiveness: "The degree to which a nation can, under free trade and fair market conditions, produce goods and services that meet the test of international markets while simultaneously maintaining and expanding the real income of its citizens." --Organisation for Economic Co-operation and Development (OECD)
NOTE: Although the notion of competitiveness lies at the heart of policy development, its definition is often vague and does not lend itself to a measurement process. The competitiveness of America depends on a number of factors which are interrelated and cannot be looked at in isolation.
This Scientifically-Based Research (SBR) activity includes, but is not limited to, examination of the following:
* Economic changes that affect the skills that employers seek and entrepreneurs need.
* Integration of academic and vocational education.
* Efficient and effective practices for addressing the needs of special populations.
* What is an effective education and what does it cost?
* Responses to requests from policymakers for specific, topic-related analysis.
WHOmentors.com, Inc. also supports research and development activities that make the United States of America more competitive in the world economy by developing more fully the academic and occupational skills of all segments of the population by concentrating resources on improving educational programs leading to academic and occupational skill competencies needed to work in a technologically advanced society.
A substantial activity of WHOmentors.com, Inc. may consist of scientific research performed under contract. Moreover, WHOmentors.com, Inc. has an interest in competing for solicited grant proposals and submitting unsolicited applications for research, evaluation, statistics, and dissemination projects that would make significant contributions to the mission of agencies that benefit the public.
Scientifically-Based Research (SBR) Defined:
"Scientific" is not defined in the Internal Revenue Code, regulations, or any published rulings."
Therefore, WHOmentors.com, Inc. undertakes scientific research projects within the meaning of 34 CFR § 97.102(d), "A systematic investigation, including research development, testing and evaluation, designed to develop or contribute to generalizable knowledge." Activities that meet this definition are carried on in the public interest as 26 CFR § 1.501(c)(3)-1(d)(5)(iii) requires.
Academic Credit and Work-Study Student Employment:
Some research assistant positions require that a student be eligible for Federal Work-Study (FWS) funds. Only students with Federal Work-Study awards as part of their financial aid package during the current year, are eligible to apply as research assistants. Applicable Law: 34 CFR § 675.20(d)(1)(iii).
F-1 nonimmigrant International Students enrolled in a full-course of study at an educational institution as described in 26 CFR § 170(b)(1)(A)(ii) (i.e., a degree granting university or college) with Designated School Official (DSO) approval or J-1 nonimmigrant Students or Exchange Visitors may apply as research assistants. Applicable Law: 8 CFR § 214.2(f)(10) and 22 CFR § 62.16, § 62.22, and § 62.32.
